I. INVITATION FOR BIDS
PROJECT: UPC 108633 - VDOT UPC 108633 Sidewalk Improvements Near Tobacco Trail LOCATION: Town of Lawrenceville, VA
DATE: May 5, 2021
The Town of Lawrenceville, VA will receive sealed Bids for the above titled Project at the office of the Town Manager, located at 400 N. Main Street, Lawrenceville, VA 23868, until 2:00 p.m. local time on June 4, 2021 at which time the Bids will be publicly opened and read aloud. Any Bids received after the
specified time and date will not be considered.
The Work under this Project consists of the improvements/replacement of sidewalk, curb, gutter, asphalt patching, signage, installation of conduit for future street lighting, and other incidentals necessary to complete all work shown on the approved plans.
Bid Documents may be examined at the offices of Summit Design and Engineering Services, PLLC, located at 606 Broad St., Suite C, South Boston, VA 24592 or on the following websites:
Bid Documents may be obtained, between the hours of 9:00 AM and 5:00 PM (Mon-Fri), from the offices of Summit Design and Engineering Services, PLLC for a charge of $25.00 for each set of documents. Requests for Bid Documents to be mailed to the Bidder shall be made in writing and accompanied by a non-refundable check in the amount of $50.00. Checks shall be made payable to Summit Design and Engineering Services, PLLC. Neither the Owner nor any of its representatives shall be responsible for full or partial sets of Contract Documents, including addenda, obtained from any other source. Bids received from Bidders who are not on the registered bidders list will not be considered. Bidders are encouraged to contact the Town by telephone (434-848-2414) or the Engineer by telephone (804-204-1022) or email (VAbids@summitde.net) for more information on obtaining Bid Documents.
The Hampton Roads Planning District Commission’s Regional Construction Standards, Sixth Edition, December 2010, are hereby referenced and are part of the Bid Documents, except as may be modified by the Special Provisions of this Project or as may be shown by bold type for additions and strike-throughs for deletions. Copies of the Regional Construction Standards may be purchased at the offices of the HRPDC, 723 Woodlake Drive, Chesapeake, VA 23320 (Telephone 757-420-8300) or Executive Tower, Suite 1-C, 2101 Executive Drive, Hampton, VA 23666 (Telephone 757-262-0094). The latest edition of the Regional Construction Standards and Publication Updates may be downloaded at the HRPDC website http://www.hrpdcva.gov/Regional_Construction_Stnds/REGCONST_Home.asp.
Bidders must be aware that these Bid Documents incorporate a number of changes, which supplement, modify, or replace language and/or Standard Details found in the HRPDC Regional Construction Standards. Details shown on the Drawings replace corresponding Standard Details found in the Regional Construction Standards. Changes from the Regional Construction Standards that appear in these Bid Documents are shown as bold for additions, and strikethroughs for deletions. Also, see Section 110 for additional references to Special Technical Provisions incorporated into this Project.
Bid Security in the amount of five percent (5%) of the Bid shall be submitted with each Bid. Each Bidder shall submit a letter of certification from their surety that an Erosion and Sediment Control Surety Bond in the amount of $ 2,500.00 will be issued if the Bidder is awarded the contract. See Section 107, paragraph 4.4.
A NON-MANDATORY PRE-BID CONFERENCE will be held on May 19, 2021, at 2:00 p.m. local time at the Lawrenceville Municipal Building located at 400 N. Main Street, Lawrenceville, VA 23868. (If mandatory, Bidders must be present at the start of meeting.)
Questions will be received by the Engineer via email (VAbids@summitde.net) until 5:00 PM on May 21, 2021.
Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of Virginia and the Contract Documents.
Any contract or contracts awarded under this advertisement for bids are expected to be funded in part by the Virginia Department of Transportation – Enhancement Program. If a contract is to be awarded, it shall be awarded to the apparent low responsive and responsible bidder determined from bids forwarded by Contractors. Neither the United States nor the State of Virginia or any of their departments, agencies, or employees are or will be party to this contract or subcontract. This procurement will be subject to regulations contained in 40 CFR 35.936, 35.938 and 35.935.
Bidders and Contractors performing work under this advertisement are bound by the requirements of the President’s Executive Order #11246 which prohibits discrimination in employment regarding race, color, creed, sex or national origin, Federal Labor Standards and other requirements. The Bidder’s attention is called to the “Equal Opportunity Clause” and the goal and timetables for minority and female participation in each trade.
